{"id":8833,"date":"2026-04-05T07:32:40","date_gmt":"2026-04-05T07:32:40","guid":{"rendered":"https:\/\/diversitynews.eu\/05\/04\/2026\/what-does-the-labor-inspectorates-new-2025-annual-report-really-tell-us\/"},"modified":"2026-04-16T09:37:49","modified_gmt":"2026-04-16T09:37:49","slug":"what-does-the-labor-inspectorates-new-2025-annual-report-really-tell-us","status":"publish","type":"post","link":"https:\/\/diversitynews.eu\/en\/05\/04\/2026\/what-does-the-labor-inspectorates-new-2025-annual-report-really-tell-us\/","title":{"rendered":"What does the Labor Inspectorate\u2019s new 2025 Annual Report really tell us?"},"content":{"rendered":"\n<p><strong><em>By Anna Konstantinidi Apergi, Special Advisor &#8211; Diversity Charter Greece<\/em><\/strong><\/p>\n\n<p class=\"has-text-align-left\"><strong>The Labor Inspectorate\u2019s annual report serves as a mirror reflecting the state of labor relations in the country\u2014a field where the law is put to the test every day in practice. <\/strong><\/p>\n\n<p>The<a href=\"https:\/\/diversitynews.eu\/en\/30\/03\/2026\/labor-inspectorate-transition-to-a-workplace-environment-with-zero-tolerance-for-violence-and-harassment\/\" id=\"https:\/\/diversitynews.eu\/30\/03\/2026\/epitheorisi-ergasias-metavasi-se-ena-ergasiako-perivallon-midenikis-anochis-sti-via-kai-stin-parenochlisi\/\" target=\"_blank\" rel=\"noreferrer noopener\"> report\u2019s findings, <\/a>whether they concern the nature of the work (whether declared or undeclared), violations regarding working hours, health and safety, or even forms of harassment, unequal treatment, and discrimination, highlight once again the consistent conclusion that the existence of rules\u2014that is, laws\u2014does not guarantee their implementation in practice. And that is precisely where the concept of the rule of law in the workplace comes into play. <\/p>\n\n<p>From a legal standpoint, the Greek legal system provides an extensive framework of protection through our Constitution and provisions on human dignity and the free development of personality, extending to the incorporation of European directives on equal treatment, health, safety, and protection against discrimination. However, t<strong>he 2025 Report clearly demonstrates that regulatory adequacy is not always accompanied by institutional effectiveness.<\/strong> <\/p>\n\n<p>The issue here is not merely quantitative; in other words, it is not simply a matter of the number of inspections or penalties imposed. It is fundamentally qualitative, <strong>as it concerns whether the enforcement mechanisms act as a deterrent, whether workers feel safe to report violations, and whether work is ultimately treated as a right.<\/strong> <\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-text-align-center\">See also: <a href=\"https:\/\/diversitynews.eu\/en\/31\/03\/2026\/trans-visibility-in-times-of-institutional-regression\/\" target=\"_blank\" rel=\"noreferrer noopener\">Trans visibility in times of institutional regression<\/a><\/p>\n<\/blockquote>\n\n<p><strong>The issue of discrimination and harassment in the workplace is of particular importance. Despite the progress made through the adoption of European standards, the reality is that individuals belonging to more vulnerable groups\u2014such as women and gender-diverse individuals, LGBTQI+ individuals, people with disabilities, workers with migrant\/refugee backgrounds, Roma, etc., continue to experience multiple and intersectional forms of exclusion. <\/strong><\/p>\n\n<p><strong>The failure to record or the underreporting of such incidents does not negate their existence; on the contrary, it highlights the limitations of existing mechanisms<\/strong>And particularly in the case of transgender people, the fact that there is no data\u2014or that any data that does exist is negligible\u2014is revealing, as this does not indicate an absence of discrimination or harassment against transgender people, but rather an absence of access to employment for these individuals. When a significant portion of the trans community is already excluded from entering or remaining in the workforce, it is to be expected that they will not appear in records of violations. This invisibility is the harshest manifestation of a structural exclusion that precedes the violation of rights itself.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/diversitynews.eu\/wp-content\/uploads\/2026\/03\/&#x3B6;&#x3C4;-1024x595.jpg\" alt=\"\" class=\"wp-image-8579\" \/><\/figure>\n<\/div>\n<p>And this is precisely where the political dimension comes into play. <strong>The workplace is a space where power is exercised, rights are negotiated, and, all too often, inequalities are perpetuated.<\/strong> When misconduct is treated as &#8220;the norm,&#8221; the problem is not just one of employer conduct; it is institutional, and ultimately, it is a problem for democracy.<\/p>\n\n<p><strong>What the government can do:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Strengthen the institutional independence and resources of the Labor Inspectorate<\/strong> to ensure the effectiveness and impartiality of inspections.<\/li>\n\n\n\n<li><strong>Systematic recording and monitoring of incidents of discrimination in the workplace<\/strong>, with a particular focus on intersectionality (gender, gender expression\/identity\/characteristics, sexual orientation, disability, ethnic origin, etc.).<\/li>\n\n\n\n<li>Aligning and strengthening the national framework with the European acquis, particularly with regard to the application of the principles of equal treatment and protection against harassment.<\/li>\n\n\n\n<li>Training and raising awareness among both businesses and organizations, as well as employees, with the aim of transitioning from mere compliance to a genuine culture of respect for rights.<\/li>\n\n\n\n<li><strong>Establishment of effective and accessible complaint mechanisms that ensure protection<\/strong> against retaliation and confidentiality.<\/li>\n\n\n\n<li><strong>Closer cooperation with independent bodies such as the National Commission for Human Rights (NCHR), social partners, and civil society organizations<\/strong> to develop coherent policies that protect labor as a human right.<\/li>\n<\/ul>\n\n<p>Work is a fundamental expression of human dignity and personal autonomy, as enshrined in the Constitution, as well as in national, European, and international law.
