Digital Empowerment Without Exclusion for People Aged 65+ and People with Disabilities

Citizens over 65 and people with a disability rating of 50% or more can participate in the Pilot Program “Digital Education and Empowerment of Elderly People and People with Disabilities,” an important initiative that promotes equal access for all to modern digital reality.

The program is implemented with resources from the Recovery Fund, within the framework of cooperation between the Ministry of Social Cohesion and Family and the Ministry of Digital Governance, with IN.E.S.A.meA and E.D.Y.T.E. A.E.

Digital knowledge without exclusion

The digital age cannot and must not leave anyone behind. The program aims to tackle digital exclusion by enhancing the autonomy, security, and active participation of older people and people with disabilities in social and economic life.

Who can participate

People over 65

Those who are 65 years of age or older, or who will reach that age by 2026 (born in 1961 or earlier), are eligible to participate.

  • 120 Digital Empowerment Hubs will operate in municipal social structures throughout the country
  • A total of 240 departments
  • Beneficiaries: up to 3,600 people
  • Duration: 70 hours with physical presence
  • Implementing body: E.D.Y.T.E. S.A. (also provides the necessary equipment)

Persons with Disabilities (≥50%)

This part is implemented by IN.E.S.A.meA, in collaboration with the operators of the Hubs.

  • 74 Digital Empowerment Hubs for People with Disabilities throughout the country
  • Beneficiaries: up to 2,800 people
  • Duration: 80 hours of in-person training
  • Travel expenses will be covered in special cases (especially for persons with visual or motor disabilities and their companions)

How to apply

Interested parties can submit their application by March 15, 2026 (23:59) via the platform https://empower.gov.gr using their TaxisNet codes.

  • The application may be submitted by the beneficiary themselves
  • By an authorized person
  • By a legal representative (for persons with disabilities, with the relevant supporting document attached)

Each candidate submits one application to a municipality, selecting up to four hubs. The selection is based on:

  • The date of submission of the application
  • The stated order of preference

Those who fall into both categories (65+ and persons with disabilities) submit one application, choosing one of the two tracks.

Digital equality in practice

The program is conducted exclusively in person and requires attendance of at least 80% of the hours for the issuance of a Certificate of Successful Completion.

Digital education is a right—not a privilege. Through this initiative, the State actively promotes diversity, accessibility, and inclusion, creating a national support network that gives everyone the opportunity to participate equally in modern society.
